Which contractor do I listen to ? the one that says I need a new roof because I have drywall rot,or the one that says I need to put in a subpump and drain tile . I've had 3 contracters telling me 3 different problems!!

Since I have had trouble with Wall paper sticking I am now trying paint is there anything special I need to do with the walls to keep the paint from peeling?This is a manufactured home- but not a mobile home. Do y ou have any sugestions?

I live in a manufactured home and have tried putting wall paper over the old and it seems to stick for a year or so and then comes loose . It is there any suggestions you can give mne that wilkl help it or paint to stick permanetly?
